This book lists the Torah mitzvos that can be observed today

Second Section – the Negative Commandments

66. It is a negative commandment "do not have compassion for a poor person when judging a court case"

As it states in Shemos (Exodus) 23:3, "and do not favor the poor man in his argument," and as it states in Vayikra (Leviticus) 19:15, "do not turn towards the poor man." The judge should not say: he is a poor man and we are obligated to support him. Therefore, I will side with him in this case, so he can be supported with dignity.

This applies in all places and at all times.
