This book lists the Torah mitzvos that can be observed today

Second Section – the Negative Commandments

189. It is a negative commandment "if one happens upon a bird's nest, do not take a mother bird and her children."

As it states in Devarim (Deuteronomy) 22:6, "if you happen upon... do not take a mother with her children." (see Positive Commandment #74)

This applies in all places and at all times for men and for women.
